Searching a property record in Bulgaria: portal steps
In Bulgaria the record of a property is searched on two separate portals: the legal position (owner, mortgage, seizure) in the Property Register on the Registry Agency's EPZEU portal, and the physical identity (location, area, boundaries) on the cadastre agency's КАИС portal. The difference between the two systems has its own article, so here we look at the steps on the portals.

The Property Register: the EPZEU portal
On the Property Register page of the EPZEU portal (English interface) the «Electronic services» list includes an inquiry by remote access for a document from the register, issuance of a certificate for a property for a certain period, and issuance of an uncertified transcript of an act entered in the register. The application form for each service is under «Applications»; under «References» there are checking the status of an application, suspended applications for which a correction is due, and the registry office at the location of the property. The page also lists a government fee calculator, video tutorials and bank accounts. The portal requires logging in or registering.
The register's information centre number is given on the portal as 0700 121 07; according to the page the lines are open from 9.00 to 17.30 on weekdays, calls are charged at landline cost, and mobile calls follow the operator's tariff.
Which certificate answers which question

According to the Registry Agency, a certificate needs a written application and proof that the state fee was paid; the fee amount is in the agency's fee schedule and is not stated here. The same page says anyone can make an oral inquiry if they give the owner's three names and national number. The authenticity of burden certificates issued after 19 March 2018 can be checked through the verification service on the agency's website.
The cadastre: the КАИС portal
The АГКК's КАИС portal opens to a map view through the «To the map» link. Its electronic services come in four groups: services from the State Cadastre and Cadastral Register, services from the Geokartfond, services for the Black Sea coastal region, and requests for information from the cadastral records or specialised maps. The portal also has two tools for checking an application's status and issued documents. Submitting an electronic administrative service requires identification with a qualified electronic signature (КЕП), so for filings from abroad a lawyer or local accountant with power of attorney is often useful (our assumption).

Ask the seller for the identifier and owner details

Frequently asked questions
Can I search the property record from abroad?
The Property Register portal has a remote-access inquiry service, but the portal asks you to log in or register; for electronic filings on КАИС identification with a КЕП is required. In practice this is mostly done through a lawyer with power of attorney.
Do I need the owner's identity to search the register?
According to the Registry Agency, an oral inquiry needs the owner's three names and national number. Confirm those from the seller and from the register entry.
How long is a search result good for?
A certificate shows entries only up to the moment of issue; a new mortgage or seizure may have been entered since. Ask for a fresh certificate close to the deal.
