Extra costs when buying property in Bulgaria
The asking price of a flat is not everything you will pay for it. Costs from three families sit on top: tax (set by the municipality), state fees (registration and cadastre) and service fees (notary, agent, lawyer, translator). This article sets out who determines each item, under which tariff, and which items are open to negotiation. The purchase sequence itself and the transfer of title are covered separately; here we look only at the money side.

The three families of cost
Before listing the items it helps to know each one's class, because the class decides how much can be negotiated. Tax cannot be negotiated, but the rate differs between municipalities. State fees cannot be negotiated and the tariff is the same nationwide. Service fees are negotiable and subject to competition; here asking for quotes and comparing them is entirely normal. Who pays which item is a separate question, and for most items the contract, not the statute, decides.

Acquisition tax: the statutory band and the municipal decision
Acquiring property for consideration in Bulgaria attracts a local tax under the Local Taxes and Fees Act. The rate is not a single national figure: the municipal council sets its own rate within the statutory band of 0.1 to 3 per cent, and the base is the valuation of the property transferred (National Revenue Agency local taxes page and the municipal service records on egov.bg, retrieved 23 August 2026). So any sentence saying „the purchase tax in Bulgaria is X“ is incomplete; the correct question is what rate applies in the municipality where the property is located.
The Sofia example
- Which base applies — the agreed price or the tax valuation — depends on the specifics of the transaction; the notary calculates it while preparing the deed. Ask for a written calculation before completion day.
- Who pays the tax can be agreed; in practice it usually falls on the buyer. If it is not written into the contract, write it in before signature.
- The tax valuation and the market price are not the same thing; that distinction is set out in our article on property tax.
- Acquisition by inheritance or gift falls under a different regime; this article covers only acquisition for consideration.
The notary fee: a banded tariff
Transfer of property is effected by notarial deed, and the notary's remuneration is not free: it is set by the tariff annexed to the Notaries and Notarial Activity Act. The tariff is proportional and banded — the percentage applied falls as the material interest rises — and it carries a cap, so at very high values the fee does not rise indefinitely (Ministry of Justice legal portal, retrieved 23 August 2026). The practical consequence: the notary fee is not negotiable, but which value it is calculated on is a question about the transaction and may be asked.

The Property Register fee
After the deed is executed the transaction is entered in the Property Register; this is the step that makes the right effective against third parties. Under the Registry Agency's tariff, for the registration of acts subject to registration a fee of 0.1 per cent of the price at which the act is charged is collected, subject to a stated minimum (Tariff for state fees collected by the Registry Agency, official text on the agency's site, retrieved 23 August 2026). For notations and deletions, as well as renewals, half of that fee applies. Check the current tariff on the agency's page.
Cadastre and other documents
The transaction file is assembled from several documents, each with its own fee. Cadastral documents (sketch of a land plot, sketch of a building, scheme of an individual unit) are issued by the Geodesy, Cartography and Cadastre Agency; the agency's service page publishes the deadline and fee for each service separately, and electronic filing requires a КАИС profile and a qualified electronic signature (institutional pages, retrieved 23 August 2026). The tax valuation certificate and no-liability certificates from the municipality also belong in the file.
- Sketch or scheme: shows the technical identity of the property; if the description in the deed and the cadastral record disagree, the transaction stalls.
- Tax valuation certificate: issued by the municipal tax office and used in calculating the tax.
- Encumbrance certificate: shows registered mortgages and attachments; its authenticity can be verified online on the agency's site.
- Condominium statement: issued by the building manager; who bears accumulated arrears must be written into the contract.
- If you are a foreigner and do not speak Bulgarian, a translator may be required before the notary — a separate fee.
Agency and lawyer: the free items
Agency commission and lawyer's fees follow no tariff; they are set in the market and are negotiable. What matters here is not the percentage but what you receive for it. Does the agency fee cover only showing the property, or also document preparation and the notary appointment? Will the lawyer check title and encumbrances and give a written opinion, or merely attend the signing? Once those two questions have written answers, whether the fee is reasonable becomes visible by itself.

If you use a mortgage
- Independent valuation: the bank requires a valuer from its own list, and the cost falls on the buyer.
- Registering the mortgage: a separate registration with its own fee.
- Loan arrangement fees and insurance: these differ by bank; include them when comparing offers.
- If documents come from abroad, translation and apostille costs arise.
- The loan timetable and the transaction timetable must match; if the preliminary contract's dates do not wait for the loan, a penalty risk arises.
The first costs after purchase
File the property tax declaration
After acquisition you declare to the municipality; this starts the annual property tax and waste charge.Transfer the utility accounts

How to build your own total
The only honest way to know the total in advance is not to memorise a figure but to build a skeleton: price + your municipality's acquisition rate + registration fee rate + notary fee per tariff + document fees + agency if any + lawyer if any + loan items if any. The first three lines can be verified at an official source; for the rest you obtain quotes. At least a week before completion, ask the notary for a written breakdown and compare it with your own skeleton; if the two disagree, ask where the difference sits.

What is the purchase tax rate in Bulgaria?
There is no single national rate. For acquisition against consideration the municipal council sets it within the statutory band of 0.1 to 3 per cent of the valuation of the property transferred. How much is the registration fee?

Do I pay more as a foreign buyer?
