Temporary protection in Bulgaria: how it works

Temporary protection is the EU mechanism that grants a status quickly in situations of mass displacement, without waiting for an individual asylum examination. Its legal basis is Directive 2001/55/EC; in the Ukrainian context it was activated by a Council implementing decision and subsequently extended by further Council decisions. Bulgaria applies the framework nationally — the status flows from EU law, while the procedures run before Bulgarian authorities.

How it differs from asylum

Asylum is a procedure in which each file is examined individually and ends with an individual decision. Temporary protection is a time-limited status granted directly to a defined group. The two do not run on the same track; moving from one to the other is possible, but the consequences differ and the choice is not a formality.

What the status opens in practice

  • Lawful stay plus a registration document and a personal number.
  • Access to the labour market without a separate work-authorisation chain.
  • Enrolment of children in the education system.
  • Access to health services within a defined scope set by the competent authority.
  • The ability to apply to social and housing measures, where such measures are open.

The registration chain in Bulgaria

  1. Registration and recognition of status

    Registration takes place at the competent units under the interior ministry. Identity documents are presented, together with documents evidencing family links where available.
  2. Personal number and document

    Registration produces a personal number and a document evidencing the status. That number is the key to everything that follows.
  3. Address registration

    Recording where you live is a precondition for school enrolment, health services and social measures.
  4. Work and school

    The Employment Agency is the counterpart for employment; the municipality and school management for enrolment.

Duration and what comes next

Temporary protection is by definition time-limited, and its duration is set by decisions at EU level that can be extended. The answer to „how long is it valid“ therefore lives in the current Council decision and in Bulgarian authority announcements, not in this text. For a longer horizon, moving to a work-, study- or family-based status requires separate legal preparation.

Can I hold temporary protection in Bulgaria and live in another member state?

The status is granted and administered by one member state, and moving your residence has consequences for registration and entitlements. Clarify with the authorities of both states before relocating.

Does temporary protection lead to permanent residence?

Not automatically. It is a separate, time-limited status. A route to longer-term residence normally runs through a different legal ground, which has to be applied for on its own terms.
