Address registration and personal number in Bulgaria
The starting point of Bulgaria's administrative system is not the person but the person's registered address. Without address registration, most dealings with banks, schools, health services and the tax administration either never start or stall halfway. For a newcomer, registration is therefore not a formality but the entrance to the system.

Why registration is so central
Civil status data is held in a national register maintained by the Directorate General for Civil Registration and Administrative Services (ГРАО). Institutions do not pass personal files to one another; they consult the shared register. When an office "cannot find you", the cause is usually not a missing document but the absence of a valid address in the register. Service of documents also follows that address: a court paper, tax notice or administrative decision counts as duly served once sent to the registered address.
Two notions of address: permanent and current
Bulgarian law distinguishes a permanent address (постоянен адрес) from a current address (настоящ адрес). The permanent address is where a person is administratively attached, and identity documents and many official procedures revolve around it. The current address is where you actually live; the two may coincide or not. Someone living in Varna while keeping a permanent address in Sofia will still deal with the Sofia municipality for certain services. Confusing the two means opening a procedure at the wrong municipality from the start.

ЕГН and ЛНЧ: two numbers, one function
Everyone in the register is identified by a number. Bulgarian citizens and foreigners granted permanent residence hold a unified civil number (ЕГН), while other foreigners are assigned a personal number for foreigners (ЛНЧ). The two point to different legal statuses but do the same job day to day: without a number you cannot open a bank account, register with a family doctor, enrol a child at school, or set up tax and insurance registration.
What to do when your address changes
- Moving does not update the register by itself — the new address must be declared to the municipality.
- A change of address on an identity card or residence card may require the document itself to be reissued.
- Declaring an address where you do not actually live can attract an administrative penalty and put your residence status at risk.
- Because service is made to the registered address, a notice missed because of an outdated address remains your responsibility.

Frequently asked questions
Can I open a Bulgarian bank account without address registration?
In practice it is very difficult. Banks require a personal number and address details for identification, and the first link in that chain is address registration. Starting the sequence there is the most practical route.
I am renting — can I register at the address?
Yes, as a rule this is possible with a document proving your right to use the property. A tenancy agreement is needed and, in most cases, the owner's explicit consent; the registering municipality sets the exact conditions.
What does the difference between ЕГН and ЛНЧ mean in practice?
Both are personal numbers identifying you in the system and serve the same purpose in everyday transactions. The difference lies in the status behind them: ЛНЧ denotes foreign national status, ЕГН citizenship or permanent residence.
