Renting a home in Bulgaria: the process step by step

Renting in Bulgaria is not technically difficult; what is difficult is knowing at which step something becomes irreversible. Once money changes hands, your negotiating position is gone. This article walks the road from listing to keys and shows which document you should see before taking the next step. Where rental listings actually circulate

Rental listings travel through three channels that do not fully overlap. Listing portals hold the widest inventory, but the same flat may appear several times with different photographs and different asking prices, posted by different agencies. The second channel is the broker network: properties kept in a portfolio that never reach the shop window. The third is the neighbourhood network — a paper notice at the entrance, the building manager, the corner shop, community groups. A newly arrived foreigner usually uses only the first channel, and therefore sees both a narrower selection and portal-specific pricing.

If you see the same flat twice

That is not an error, it is information: two prices for one flat mean the price is not fixed. Note the listing numbers and keep the photographs.

How the broker works and who pays the fee

There is no single statutory rule about who owes the agency fee in a rental; it follows from what the parties agree. In practice a one-off fee is most often asked of the tenant, but its size, its recipient and the service behind it are rarely stated in the listing. So the first question on the phone is not „is there a fee“ but „who pays it, how much is it, for which service, and will I get a document“. If the answer stays verbal, ask for it in writing before you even attend a viewing.

  • Who is a party to the agency agreement — the owner, you, or both? An agency may be paid by both sides, which changes what impartiality you can expect.
  • When does the payment obligation arise — at the viewing or at signature? If someone asks for a „viewing fee“, do not pay it without a written basis.
  • Is the broker the owner's attorney or only a point of contact? If they hold a power of attorney, you may ask to see its scope.
  • Does the fee include drafting the contract, or only showing the flat? These are very different services.

What to inspect during a viewing

A viewing takes about fifteen minutes, and the decision made in those fifteen minutes shapes your next year. In the Bulgarian housing stock the heating type, the construction period and the metering arrangement move your monthly total independently of the rent itself. So look at the technical layer before the aesthetics.

Is the person opposite really the owner

The most expensive rental mistake is signing with someone who is not the owner. In Bulgaria ownership is recorded in two places: legally in the Property Register held by the Registry Agency, and technically in the КАИС system of the Geodesy, Cartography and Cadastre Agency. Both can be queried. In addition, encumbrance certificates issued by the Registry Agency have carried a unique twelve-character code since 19 March 2018, and their authenticity can be verified online on the agency's site (per the institution's own page, retrieved 23 August 2026).

  1. Ask for a match between the identity document and the title document

    Does the name on the signatory's identity card match the owner named on the title? If not, ask to see the link — power of attorney, inheritance, marriage.
  2. Verify the unit in the cadastre

    A scheme for the individual unit can be requested through the КАИС portal. If the address and the record disagree, ask why.
  3. Look at the encumbrances

    An encumbrance certificate shows registered mortgages and attachments. For a long tenancy it is reasonable to see one.
  4. If you sign with an attorney, read the power of attorney

    Does it cover concluding a lease and receiving money? If not, your signature does not protect you.
  5. Pay only after these steps

    The deposit and first rent are not handed over before verification is complete. Any request to reverse this order is a warning sign.

Deposit, first payment and receipt

A deposit is not prepaid rent; it is security expected back if there is no damage and no unpaid bills at the end. In practice the return of the deposit is the single most disputed point, because most contracts never define „damage“. The remedy is to draw up a photographed handover protocol on move-in day and to record meter readings in it. Every payment, the deposit included, must leave a written trace: a bank transfer does this by itself, while a cash payment calls for a signed receipt.

Reservation pressure

„If you do not leave a holding payment today, it will be gone tomorrow“ is a device for shortening your decision time. No advance payment made before a viewing, before verifying the owner and before reading the contract has a guaranteed route back.

What changes when the tenant is a foreigner

  • In a residence application the lease often serves as address evidence; its form and dates then matter separately — see our article on the lease for residence purposes.
  • Address registration is a separate administrative act and needs the owner's cooperation. Ask BEFORE signing whether they will allow it.
  • The contract is written in Bulgarian; you may ask for a bilingual text, but which language prevails must be stated.
  • If you do not read Bulgarian, an independent translation before signature costs less than any later dispute.
  • Some owners ask a foreign tenant for extra security; this is not prohibited, but it is negotiable and you may ask for the reasoning.

Move-in day and after

  1. Complete the handover protocol together

    Photograph room by room, list existing defects, record meter readings and have both sides sign.
  2. Clarify whose name the utility accounts are in

    Do electricity, water, heating and internet stay with the owner or transfer to you? If they transfer, start in the first week.
  3. Register your address

    Address registration is not only an obligation; it is the base for everything that follows — banking, healthcare, school.
  4. Learn the building's rules

    General meeting decisions bind you too; introduce yourself to the building manager and ask how the charge is collected.

Frequently asked questions

Must a lease be notarised?

An ordinary lease needs no notarial form. Notarised signatures, however, open additional protections such as registration in the Property Register. When that is worth doing is explained in our article on lease clauses.

How many months' rent is the deposit?

The law sets no ceiling; it is negotiated. What matters more is that the contract states in which cases it may be withheld and within what period it is returned.

If the owner sells, does my lease end?

A lease registered in the Property Register and an unregistered one do not stand in the same position against a new owner. The distinction is examined in our article on lease clauses.

Am I obliged to pay the broker?

The obligation comes from what was agreed. If there is no written agency agreement and no defined service, you are entitled to clarify this before paying.
