Do you need a rental contract for residence
The most fragile link in the Bulgarian residence and address-registration chain is the housing document. The authority wants to see where your right to be at the declared address comes from — ownership, a rental contract, or the owner's explicit consent. Having a contract is not enough on its own: what it contains is what decides the outcome.

What is sought is the right to use, not the paper
The question at registration is not „do you have a contract“ but „where does your right to be at this address come from“. Ownership is shown by the title deed, tenancy by the contract, and staying in someone else's home by the owner's consent. Drafting the contract with that in mind removes most of the surprises at the counter.
What the contract should contain
- Identity data and personal numbers of the parties — ЛНЧ or ЕГН on the tenant's side.
- The exact address and identification of the property, consistent with municipal records.
- Start date and term, covering the residence period applied for.
- The owner's identity and the basis of their ownership.
- Explicit consent to address registration — the single most common point of dispute.
The landlord's side
Address registration has consequences for the owner too: rental-income declaration, dealings with the building's management and certain municipal obligations attach to it. That is why requests not to register are common. Without registration, though, the tenant's whole administrative chain stalls. The sensible route is to settle the question before signing.

Frequently asked questions
As an EU citizen registering my residence, do the same housing rules apply?
Registration under free-movement rules still asks where you live, so a housing document is normally part of the file. What differs is the procedure and the certificate you receive, not the underlying question about your address.
Can I register at a friend's address without a contract?
It is generally possible where the owner gives explicit consent in the form the municipality accepts. Verbal permission is not enough at the counter, so obtain it in writing beforehand.
What happens to my registration if the tenancy ends?
The basis falls away and the registration has to be updated. You declare a new address, and the owner may ask the municipality to record the change.
