Bulgarian residence permit for pensioners

Settling in Bulgaria as a pensioner has its own place in the legislation: among the grounds for continuous residence listed in the Foreigners Act stands a point covering persons entitled to a pension who have sufficient means of subsistence. A pensioner therefore needs neither an employment contract nor an incorporated company; what is required is that the pension exists and that subsistence is evidenced. This article sets out the conditions of that ground, the healthcare side, and the difference between an EU-citizen pensioner and a third-country pensioner.

A pension is a ground in its own right

A residence permit rests on a ground rather than a type; that ground is the backbone of the file. The foreigners' legislation lists the grounds for continuous residence in one article, and among them a separate point is allotted to persons entitled to a pension who have sufficient means of subsistence. In practice, a pensioner does not have to attach their file to an employer or a company.

That separate point has another consequence: continuous residence granted on a pension ground does not give access to the Bulgarian labour market. Someone who wishes to settle as a pensioner and also work for pay needs a separate permit or another ground. Coming as a pensioner and coming to work are two different files.

The two things the law asks for

The ground stands on two legs and both are required together. The first is evidence of pension entitlement: an official decision or a payment document, whichever country's institution issued it. The second is sufficient means — and here the legislation sets no fixed figure, tying the requirement instead to the country's social references. The amount required cannot be lower than the minimum monthly wage, the minimum scholarship or the minimum pension under Bulgarian law.

The amounts below were taken from the pension announcements of the Ministry of Labour and Social Policy and the social insurance institute, and from the minimum wage page of the General Labour Inspectorate, on 23 August 2026. They are the floor of the subsistence threshold, not a separate pensioners' threshold; the values change with the budget act and by decree. Confirm the current figure on the official page before applying.

Two traps await when reading the table. The first is the inference „my pension equals the minimum, so it is enough“ — the threshold is a floor and the administration's assessment is holistic, weighing accommodation, household size and healthcare costs together. The second is that the amounts can change within the year, as they did on 1 July 2026. Do not build a renewal file on last year's value.

A pension paid from abroad

The pension does not have to come from a Bulgarian institution. A pension paid from Türkiye, Germany or elsewhere can be presented as means of subsistence; what is required is that it be documentable and regular. A document from a foreign institution must, however, pass through the translation and legalisation chain, and that chain is the slowest part of the calendar. Obtaining it before you leave is far easier than arranging it from a distance.

For people with an insurance record in two countries there is a further subject: aggregation of periods and which country pays the pension. That is a social security question separate from the residence file, running through bilateral agreements or the European coordination rules, and it is covered in separate articles on this site. For the residence file, only one thing matters — that the institution paying the pension is visible in a document.

The healthcare side

Beside the subsistence requirement stands a second condition: compulsory health insurance valid on Bulgarian territory. For pensioners this weighs more heavily than for younger applicants, because premiums on private products rise with age and some covers narrow above a certain age. When building a budget, insurance should be treated not as part of income but as a separate expense.

For pensioners who are citizens of the EU, the European Economic Area or Switzerland the picture differs: healthcare rights are determined by the European rules on social security coordination and run through the relationship between the country paying the pension and the country of residence. A third-country pensioner arranges insurance themselves. Keeping the two tracks apart matters for both budget and expectations.

For an EU pensioner it is registration, not permission

If you are a citizen of the EU, the European Economic Area or Switzerland, your settlement runs on the logic of registration rather than permission: you hold a right of free movement, and what you file with the administration is an entry rather than a request for a permit. After five years of continuous lawful residence a right of permanent residence arises. The third-country pensioner's route is the permission track and begins with continuous residence renewed each year.

The backbone of the file

  1. Obtain the pension document

    A pension decision or payment document; with translation and legalisation if issued by a foreign institution. This document proves the ground.
  2. Evidence subsistence

    Bank statements and records showing regular inflows. Show a flow, not a one-off balance.
  3. Document the accommodation

    Title deed, lease or notarised declaration of acceptance. This document is also the basis of address registration.
  4. Arrange health insurance

    Compulsory health insurance valid on Bulgarian territory. Write the age-related premium difference into the budget from the outset.
  5. Keep the visa and residence sequence right

    For a third-country national the route begins with a long-stay visa issued abroad and continues with an application to the Migration Directorate after entry.

After the fifth year

Continuous residence on a pension ground is granted for up to one year and renewed annually. After five years of uninterrupted lawful residence the move to permanent residence or long-term resident status comes into play; that transition removes the annual renewal and its fee, which makes it a relief for pensioners both administratively and financially. The critical element here is continuity: a late renewal damages the five-year counter.

The most valuable habit in a pensioner's file is therefore to write the card's expiry date into the calendar at the start of the year. In retirement the days pass more easily, and it is precisely that ease which lets the date slip by unnoticed.

A residence permit is not tax residence

The two concepts pensioners confuse most often are the residence permit and tax residence. The permit gives you the right to stay in the country; tax residence is determined by separate criteria and affects where your pension is taxed. Four mistakes pensioners make most often

  • Trying to obtain the pension document after leaving the country. The chain of certifications jams exactly there.
  • Costing the insurance too late. Age-related premiums break the budget in the final week.
  • Treating the minimum threshold as a ceiling. It is a floor; the administration assesses it together with accommodation and household.
  • Missing the renewal date. Continuity is the single condition for permanent residence after the fifth year.
