Aggregating pension periods across EU countries
Having worked in several EU countries does not mean losing pension rights. EU social security coordination does not merge national systems, but it obliges each country to take into account periods completed elsewhere when assessing entitlement. On the Bulgarian side the competent institution is the National Social Security Institute (НОИ).

What coordination does and does not do
Coordination rules do not harmonise pension age, calculation formulas or amounts — those remain national competence. What they do is this: if your insurance record in one country is not sufficient on its own, periods completed in other member states are taken into account when entitlement is assessed. Each country then pays only the share matching the period completed there.

Periods completed outside the EU
Coordination covers the member states, the EEA and Switzerland. Periods completed in third countries are considered only where a bilateral social security agreement exists, and the scope of such agreements varies considerably. Check your position with both НОИ and the institution of the country concerned.
Practical points
- Pension ages differ between countries, so entitlement may arise in one state before another.
- Payments may be made in different currencies; Bulgaria joined the euro area on 1 January 2026, so payments made in the country are in euro.
- Payment abroad is possible, but keeping bank details current is the recipient's responsibility.
- Taxation typically follows your country of residence and any double taxation agreement, not the paying country alone.
