Retiring to Bulgaria: the administrative frame

Moving abroad in retirement is not only a question of whether the pension follows you: the pension, health insurance registration and tax liability are three separate matters handled by three different institutions. This article shows which question is settled at which desk. No amounts, rates or periods are given — they depend on the individual case and on legislation.

EU coordination and the frame with Türkiye

Within the European Union social security systems are not harmonised but coordinated: insurance periods completed in different member states can be taken into account when assessing entitlement, and a pension can be paid in the country of residence. Bulgaria has been a member since 2007 and falls within that coordination; for the general framework see the Your Europe pages and for application the National Social Security Institute. Relations with Türkiye rest on a separate bilateral framework, so how service completed there is counted must be clarified with both the Bulgarian institute and the Turkish social security institution. Mixing the two frameworks is the most common mistake in pension applications.

The order to work in

  1. Confirm portability in writing first

    Ask the paying institution how payment continues while residing abroad and which documents, such as a life certificate, are required periodically.
  2. Settle residence and address registration

    The route differs for EU citizens and third-country nationals. Since most later steps depend on address registration, it should not be postponed.
  3. Clarify health insurance

    Which system insures you may depend on which country pays the pension. This is purely an administrative question — get written information from the health insurance fund. Medical matters are outside the scope of this article.
  4. Ask about tax separately

    Where a pension is taxed depends on residence and on double taxation agreements. Do not decide on a move without consulting the revenue agency or a tax adviser.
  5. Banking and currency

    A local account is usually needed for payment. Bulgaria is part of the euro area and accounts are held in euro, which removes currency risk for a pension paid in euro.

Choosing where to live

  • Access to institutions matters: procedures are handled in provincial centres, and living in a small settlement means regular travel.
  • Winter on the coast and in the mountains is lived very differently from the summer impression; visit off-season before committing.
  • E-services allow some procedures to be done remotely — check the coverage on the state portal.
  • Proximity to a larger town often turns out to matter more than the view once procedures become routine.

Can a pension from another country be paid into a Bulgarian account?

It depends on the rules of the granting institution and on the applicable coordination or agreement. The reliable route is a written enquiry to that institution about payment while residing abroad and about the documents required periodically.

How are insurance periods from several countries counted?

Between EU member states, coordination of social security systems applies; outside the Union, the relevant bilateral agreement does, where one exists. Where to file and which documents are needed is clarified with the social security institute.

How is access to healthcare arranged?

It is a registration question: once it is settled which system insures you, registration with the health insurance fund follows and a general practitioner is chosen. Treatment and medicines are the doctor's field — this site gives no medical information.
