Starting school in Bulgaria without Bulgarian
The short answer is yes: a child can start school in Bulgaria without speaking the language, and the rules provide for free additional instruction in Bulgarian as a foreign language for children arriving from abroad. The real question is not whether the child will be enrolled but how the first year will go. This article deals with language adaptation after enrolment, not with the enrolment procedure itself.

What the school owes you
Additional instruction in Bulgarian as a foreign language is delivered individually or in a group, decided by the head of the receiving school or kindergarten after an opinion from the school's coordinating team. The legal basis is the Regulation on Inclusive Education (State Gazette No. 86 of 27 October 2017) together with Regulation No. 6 of 11 August 2016 on the acquisition of standard Bulgarian. That matters practically: the support is a regulated service, not a favour. If a school says it does not do this, the conversation belongs with the head teacher, and failing that with the regional education directorate. Put the request in writing.
There are two Bulgarians
Parents are routinely caught out by the same pattern: within months the child chats fluently at break time yet keeps failing science. The reason is not effort. Everyday speech arrives quickly because it is anchored in context. Academic language is abstract — definitions, passive constructions, subject terminology, exam phrasing — and it settles far more slowly. That is exactly why support should not be withdrawn the moment a child can hold a conversation.
What actually helps
- Keep the home language. It protects the conceptual base the new language will attach to; it does not slow Bulgarian down.
- Make the Cyrillic alphabet the first target. Until it is automatic, every subject carries a double load.
- Write to the teacher rather than relying on corridor conversations; it creates a record and removes the language barrier from your side.
- Read first-year marks as a measure of language, not of ability — and say so to the child.
- Build social contact outside lessons. Language arrives fastest where the child wants to talk.

Placement follows recognition of prior schooling, decided on the education administration side. Language level alone is not an automatic reason to repeat a year; ask for the reasoning in writing.
Is the additional Bulgarian instruction charged for?
The rules provide for it free of charge. If a payment is requested, ask the head teacher and then the regional directorate for a written explanation.
