Enrolling a child in a Bulgarian state school

State and municipal schools in Bulgaria are free, but enrolment does not happen by itself: places are allocated through the municipality's electronic system, while recognition of prior schooling runs through the regional education directorate (РУО). Confusing the two lines is the most common cause of delay.

Two separate tracks: place and recognition

The first track is the place. In larger cities, admission to pre-school and primary stages runs through the municipality's online system, and address registration, a sibling already at the school and proximity all shape the ranking. The second track is recognition. For a pupil arriving from a foreign school, an administrative decision sets which year group they join, and that decision comes from the РУО. A place application may not conclude without it, so open the recognition file early.

The steps

  1. Complete your address registration

    Most ranking criteria rest on the address; without registration an application ranks lower.

  2. Assemble the prior-schooling documents

    Reports, transcripts and certificates from the previous school; foreign-language documents need certified translation and legalisation.

  3. File for recognition at the РУО

    This is where the equivalent year group is determined, through the regional structure of the education ministry.

  4. Register in the municipal system

    Application windows are announced; outside them, admission happens only against vacant places.

  5. Speak to the school directly

    After admission the school issues its own document list and states the form in which it expects each item.

Which documents are asked for

  • The child's identity document and birth record; foreign documents go through legalisation and translation.
  • Evidence of the family's residence in Bulgaria plus address registration.
  • Documents from the previous school, including a leaving certificate where one exists.
  • The РУО recognition decision — for a pupil arriving from abroad this is the decisive paper.
  • Any administrative health documents the school requires; the school states which and in what form.

Moving mid-year

Enrolment during the year is possible and refusal is not expected; what decides the outcome is whether a place exists. If your preferred school is full, the municipality or the РУО directs you to one that is not. The practical advice is single: as soon as the move is certain, open the recognition file and leave the school search for later. The paperwork side takes longest and usually means requesting records from the previous school abroad.

Frequently asked questions

My child speaks no Bulgarian. Can enrolment be refused?

Not knowing the language is not a ground for refusal. Additional language support is provided for pupils whose mother tongue is not Bulgarian. The concrete question at the enrolment meeting is: how many hours, delivered by whom, and over what period.

Our residence paperwork is still pending. Should we wait?

No. The right to education and the residence procedure run on separate tracks, and the school can work with the documents the family currently holds. Still, confirm in advance what your particular municipality asks for.

Is a foreign school report accepted as it is?

Not directly. It is legalised and translated, and the РУО then decides which year group it corresponds to. Without that decision the class placement is not final.
