Settling in with children: the first steps

For a family with children, settling in runs one step longer than it does for an adult alone: on top of address registration comes the child's own chain of registrations. The usual order is address registration, the child's personal number, nursery or school admission, and then, where applicable, an application for family support. Below is which step belongs where; no amounts or periods are quoted, because those are set in legislation and change.

The chain of registrations

  1. Address registration

    Almost every later step depends on it: school placement, municipal services and support applications all run by address. Registration is done at the municipality, while the civil registration system is operated by the GRAO directorate.

  2. The child's personal number

    For a child born in the country, the birth record is drawn up by the municipality where the birth occurred. For a child born abroad, the foreign record must be transcribed into the Bulgarian register, which requires an apostille and a sworn translation.

  3. Nursery admission

    Applications run through each municipality's own system, and ranking criteria differ. In larger cities the deadlines and rules are announced in advance — a missed deadline is the most common reason for falling out of the round.

  4. School enrolment

    Admission to compulsory education follows the framework set by the Ministry of Education and Science, usually by catchment area. A pupil arriving from a foreign school may need documents recognised first.

  5. Family support application

    Family benefits are applied for at the Social Assistance Agency. Entitlement conditions, income criteria and attendance requirements are set in legislation — read the agency's current conditions before applying.

Access to healthcare — administrative side only

A child's access to the health system runs through insurance registration and choosing a general practitioner; these are administrative acts handled via the relevant health insurance institution and the GP practice. This site gives no medical information: examinations, treatment, medicines and immunisation belong to the doctor and the health authorities. The only purpose here is to show which registration a family needs to complete.

Everyday questions

  • School year and holidays. The school calendar is set by the ministry and announced annually.
  • Mother-tongue lessons. Turkish can be taken as an optional subject; whether a group exists is confirmed at the individual school.
  • Children in vehicles. Rules for carrying children are set in road traffic legislation and enforced; check current criteria with the traffic police.
  • E-services. Many municipalities accept applications online; check which services are available electronically on the state portal.

Frequently asked questions

My child does not speak Bulgarian — how will school work?

Schools arrange language support according to their own capacity, and practice differs. At the enrolment interview, ask explicitly how support is provided and whether extra lessons or an adaptation programme exist, and ask for the answer in writing.

Is a nursery place hard to get?

In larger cities demand can be high, so admission runs through ranking and deadlines are decisive. Check the relevant municipality's application campaign before you move, since a late application can cost a year.

Is a birth certificate issued abroad valid here?

Not directly — it must be transcribed into the Bulgarian register, which requires an apostille and a sworn translation. Confirm in advance which municipality performs the transcription and which documents it requires.
