Buying a car in Bulgaria

Who may buy

You do not need Bulgarian citizenship to buy a vehicle here; foreign individuals and foreign-owned companies may acquire vehicles. The constraint sits at REGISTRATION, not at purchase: a vehicle is registered with the traffic unit covering the owner's permanent address or address of registration. Without an address registration in the country you can buy the car but you will stall when you try to put plates on it in your own name.

The two workarounds newcomers reach for are both worse than they look. Registering the car to a friend means the car is legally theirs: in a divorce, an inheritance, an enforcement action or a falling-out you hold nothing. Driving on a power of attorney is not ownership either — the vehicle stays in the seller's estate, can be seized for the seller's debts, and the authorisation can be revoked at any time. Completing your address registration first is cheaper than either.

Six questions to ask before the money moves

On the Bulgarian used-car market the expensive mistakes hide in the paperwork rather than the engine bay. The registration certificate is the car's identity document: chassis number, engine number, colour and category must match the vehicle in front of you. If they do not, nothing else matters.

Why the notary cannot be skipped

Ownership of a registered road vehicle passes by written contract with the parties' signatures certified by a notary. This is not advice, it is a validity condition: an uncertified document, however carefully drafted, will not carry a change of registration at the traffic police unit. The notary visit does a second job as well — checks are run during the transaction that a private buyer would struggle to run alone.

Since 2018 the information systems of the Ministry of Interior and the Notary Chamber have been linked, and details of the transfer contract arrive immediately after signing. For the buyer that cuts both ways. The good part: you do not have to carry the contract anywhere for the transfer to be recorded. The warning: the acquisition date is now visible in the register, so postponing re-registration leaves a trace.

The tax side is municipal

Vehicle tax in Bulgaria is a LOCAL tax paid to the municipality where the vehicle is registered. A transfer raises two separate obligations. On the seller's side: the tax must be paid up to the moment of transfer and evidenced; municipalities run a dedicated administrative service issuing a copy of the paid-tax document (service code 2131). On the buyer's side: a tax declaration for the acquired vehicle is filed with the municipality within two months of acquisition (National Revenue Agency, local taxes and fees page, retrieved 23 August 2026).

The clock after the transfer

The moment the transfer completes, a deadline starts. A person acquiring a registered vehicle must register it within one month with the unit covering the owner's permanent address or address of registration (Ministry of Interior, change of vehicle registration service, retrieved 23 August 2026). If the obligation is not met within two months of acquisition, ex officio termination comes into play. The first month is the duty; the second is the final warning.

Dealer or private seller

The legal consequences differ. Buying from a trader brings consumer protection into play: liability for non-conformity, information duties and a complaints route. Buying privately has none of that; the contract is the whole of your protection. In exchange the price is usually lower and you hear the car's history from the person who drove it.

New cars carry one more detail: a first registration procedure applies and a certificate of conformity plus the supply-chain documents are required. The dealer normally handles it — but writing into the contract who carries that step prevents the argument that otherwise surfaces after delivery.

Five common mistakes

• •Treating a power of attorney as ownership. The car stays in the seller's estate.
• •Never asking whether the registration was terminated ex officio. It is the most commonly hidden defect.
• •Leaving insurance until later. The gap between transfer day and policy day is your exposure.
• •Not putting the one-month deadline in a calendar. After the second month it becomes an administrative matter.
• •Assuming the notary filed with the municipality. Even if they did, verifying is your job.
