Bringing a car from Türkiye into Bulgaria is not one procedure but a choice between two: keeping the vehicle here temporarily on its foreign plates, or importing it permanently and moving it onto the Bulgarian register. The customs union does not cover everything automatically

The EU–Türkiye customs union covers defined product groups, and whether a particular car falls within it depends on its origin and on the documents evidencing free circulation. Do not budget on the assumption that a customs union means no duty; get the vehicle's status confirmed against documents by the Customs Agency.

  • Customs duty, which arises or not depending on origin and free-circulation evidence.
  • Import VAT, where whether the vehicle counts as new or used can change the outcome.
  • Transfer-of-residence relief, tied to how long you have owned and used the vehicle before moving.

Technical conformity: the step people forget

Clearing customs does not by itself make a car registrable. Bulgarian registration requires technical conformity, which is where the certificate of conformity comes in. A vehicle with EU type approval usually sails through; a car built for a non-EU market, differently equipped, or modified after sale may need additional inspection and an individual approval procedure. In practice this stage often costs more time and money than the customs stage.

How the process runs

  1. Do the arithmetic first

    Compare the market price of a similar car in Bulgaria against the total of shipping, duty, VAT and conformity work.
  2. Assemble the documents

    Turkish registration document, proof of ownership, purchase invoice and any conformity certificate.
  3. Clear customs

    The declaration is made to the Customs Agency, which is where your regime is fixed.
  4. Obtain technical approval

    Certificate of conformity, or the individual approval route where required.
  5. Arrange insurance

    Bulgarian compulsory cover must be in place before registration.
  6. Register and take plates

    Registration is completed at the Traffic Police.
  7. Close the Turkish record

    A vehicle cannot remain registered in two countries at once.

Price the alternative before you commit

For an ordinary car the import route rarely pays: transport, duty, VAT, conformity work, translations and your own time stack up quickly. Importing makes sense for a rare, specialist or sentimentally irreplaceable vehicle, not for a mainstream model that is already on sale locally.

Frequently asked questions

Can I keep driving on foreign plates while I decide?

Only within the temporary regime's limits, which are time-bound rather than open-ended. Once you are normally resident in Bulgaria the vehicle needs either Bulgarian registration or to leave the country. Confirm the applicable period with the Customs Agency rather than assuming a generous one.

Does a right-hand-drive or non-EU-spec car cause problems?

It shifts the burden onto the individual approval route, where lighting, emissions and equipment are assessed against Bulgarian requirements. It is not automatically impossible, but the timeline and cost are much less predictable than for a standard EU-spec car.

Is a customs broker worth using?

Customs representation is common and prevents costly declaration mistakes, but liability for the declared data still rests with the importer. Read the engagement terms, particularly the clause about who carries the risk when documents turn out to be incomplete.
