Registering a car and getting plates in Bulgaria

Before a car can be driven in Bulgaria it must be registered with the Traffic Police (Пътна полиция) under МВР and issued plates. Registration is not a standalone errand — it is the last link in a chain that also includes valid compulsory motor insurance, a settled municipal vehicle tax position and clean proof of ownership. Break any link and the registration stalls.

Who the vehicle can be registered to

A vehicle is registered to a natural or legal person identified in Bulgaria. Individuals need an ЕГН (Bulgarian nationals and permanent residents) or an ЛНЧ (personal number for foreigners); companies are identified through their Commercial Register entry. For a foreign national, registration is tied to residence status and a registered address, which is why the usual order for newcomers is residence first, car second.

A company car is a different calculation

Buying through your own Bulgarian company changes the VAT position, the deductibility of running costs and how private use is treated. That is a tax question governed by НАП rules rather than a registration question, and it belongs with your accountant before you sign anything.

Documents usually required

  • The owner's identity document and Bulgarian personal identifier (ЕГН or ЛНЧ).
  • Proof of ownership: a notarised sale contract, an invoice, or a foreign registration certificate.
  • Previous registration papers and a deregistration certificate where one exists.
  • A valid compulsory motor liability policy („Гражданска отговорност“).
  • Roadworthiness test or a certificate of conformity where required.
  • Receipts for the state fees and the cost of the plates.

Insurance comes before registration, not after

Compulsory motor liability cover must already be in place at the point of registration. An uninsured vehicle can neither be registered nor lawfully driven, and driving without cover carries administrative penalties. Sort the policy on the day you buy, not the week after.

Plates and what follows

Plates are issued at registration and open with a regional code showing where the vehicle is registered. The registration certificate comes in two parts: the small part travels in the car, the large part is used for administrative dealings — a distinction that catches people out on the day they try to sell. After registration, annual vehicle tax is paid to the municipality where the car is registered, and keeping track of tax and inspection deadlines is the owner's responsibility.

When you sell

  1. Clear the vehicle tax

    An outstanding municipal tax bill will normally block the notarial transfer.
  2. Sign before a notary

    The sale contract is signed and certified by a notary.
  3. Make the buyer re-register

    The new owner must move the registration into their name within the statutory window.
  4. Deal with the policy

    Transferring or cancelling the insurance is a separate step from the sale itself.
  5. Verify your own record

    Do not consider the sale finished until the car is off your name in the register.

Frequently asked questions

Can I register a car before my residence paperwork is finished?

In practice no, because registration hangs on a Bulgarian personal identifier and a registered address. Newcomers usually either finish the residence and address registration first, or register through a Bulgarian company — the second route is a tax decision with consequences well beyond the car.

I already own a car registered in another EU country. Must I re-register it?

Once your normal residence is in Bulgaria the expectation is that the vehicle follows you onto the Bulgarian register, which means deregistering it at home and completing the roadworthiness and conformity paperwork here. What is the regional letter on the plate for?

It identifies the region where the vehicle was registered. It does not restrict where you may drive or where you must live afterwards; if you move, the registration data is updated rather than the whole car being re-plated by obligation.
