Bulgaria residence permit refused: how to appeal
If a Bulgarian residence permit is refused, the decision can be challenged within 14 days of service, both before the higher administrative authority and before the administrative court; the window is short, so the first job is to find the date of service. What the official sources say
- The prolonged-residence service description in IISDA: an individual administrative act can be appealed under the Administrative Procedure Code within 14 days of service, administratively before the higher authority and judicially before the competent administrative court.
- The EU Immigration Portal's Bulgaria page (1 April 2025): single permit decisions can be challenged before local administrative courts within 14 days, and other residence decisions before administrative courts.
- The Ministry of Foreign Affairs visa page: a visa refusal can be appealed to the higher authority, the Ministry of Foreign Affairs, or to the Administrative Court Sofia-city.

Find the decision and the service date
A written decision states the reasons, the issuing authority and appeal information. The 14 days run from service, so keep the receipt, the envelope or the e-delivery printout showing the date.Separate the cause

The Migration Directorate's page lists migration@mvr.bg as the address for suggestions and its seat as 48 Knyaginya Maria Louisa Blvd, Sofia. That email does not replace an appeal, which is filed in the way the decision indicates.
