Address registration is the most underestimated link in a residence file, and precisely for that reason the one that breaks most often. The permit rests on the document answering where you will live; card production, your personal number, and your health and tax records all run on top of that entry. This article does not cover address registration in general — it covers how it carries the residence file.

Two separate registrations at two institutions

In Bulgaria „address registration“ is spoken of as one act, but it is in fact two tracks running at different institutions. The first is the civil track: registration of a permanent or present address at the municipality's administrative service centre. That entry lives in the unified system maintained by the General Directorate for Civil Registration and Administrative Services, which keeps the population register and the national classifier of addresses at national level. The second is the migration track: the notification submitted by the party who accommodates the foreign national.

Confusing the two tracks is the most frequent source of delay. Your landlord notifying the police does not mean your municipal registration has been made; having a municipal registration does not release the accommodating party from the duty to notify. Neither substitutes for the other.

The accommodation document carries the file

Before registration comes the document proving your right to live at that address. In practice it takes one of three forms: a title deed in your name, a lease concluded in your name, or a notarised declaration by the owner that they accept you into their home. Whatever the form, the person named in the document and the applicant must be the same — a lease in your spouse's name does not by itself carry your file.

That document is required not only for the residence application but also for the municipal registration. One document opens two doors; if it is missing, both close. If you are proceeding with a lease, its term matters too: a lease shorter than the permitted period of residence weakens the picture of durable accommodation.

The accommodating party's three-day notification

The legislation places a clear duty on the natural or legal person accommodating a foreign national: the accommodation must be reported within three days to the service for administrative control of foreigners or to the district police department. The notification states the foreign national's names, date of birth, citizenship and the series and number of their identity document.

The duty applies in a hotel, in a rented flat and in a relative's home alike. In a hotel the notification is filed by the hotel and you never notice; in a private home the duty falls on the owner, and most owners do not know about it. The practical conclusion for your file is one: reminding the landlord of this notification when you sign the lease is your job.

Permanent address versus present address

Civil registration law recognises two addresses with different functions. The permanent address is the address in the settlement a person chooses to be entered in the population registers — identity documents and official correspondence attach to it. The present address is the address where the person actually resides. The two may coincide or differ; where they differ, each is declared separately.

For residence purposes the difference shows up here: the address on the residence card and the present address you declare need to match. One address on the card and another at the municipality obstructs inter-agency verification and invites a request for explanation at renewal. Address registration applications are filed in person at the administrative service centre or electronically through secure electronic delivery, and the declaration forms rest on the relevant provisions of civil registration law.

The right sequence

  1. Document the accommodation

    Title deed, lease or notarised declaration of acceptance. The document must be in your name and cover the period of residence.
  2. Secure the accommodating party's notification

    The owner or accommodating party files the notification within three days. It is not an act you can perform, but following it up is your job.
  3. File the residence application

    The accommodation document is part of the file; the migration unit records the address from it.
  4. Complete the municipal registration

    File your permanent or present address declaration at the administrative service centre. Your personal number and every later service rest on it.
  5. Check the address on the card

    When you collect the card, verify that the printed address matches what you declared; if it does not, ask for correction at once.

The personal number and the address are linked

The counterpart of a Bulgarian citizen's civil number is the personal number issued to a foreign national, and it comes into being together with the residence registration. That number is the shared key to address registration, health and tax records, a bank account and school enrolment. When address registration stays unfinished the number is functionally half-built: the number exists, but the records that should sit on top of it do not open.

That is why the approach „I have the card, the rest can wait“ turns out expensive. The card is a document; address registration is your connection to the country's administrative system. Until both are complete, daily life snags at every step.

What happens when you move

Changing home does not move the registration by itself. A new address declaration is filed with the document for the new home, the new accommodating party's duty to notify arises afresh, and the address on the residence card must be updated. If those three steps are not completed within the same week, a mismatch forms between the records and it usually surfaces at renewal — that is, at the worst possible moment.

If you change city the job grows: registration is made at the new municipality and your migration file moves to the unit of the new region. Planning both changes in advance is cheaper than queueing in two cities afterwards.

Five mistakes that break the registration

  • A lease in someone else's name. The registration follows the name on the document.
  • A landlord unaware of the notification duty. Unreported accommodation leaves a gap in the file.
  • One address on the card, another at the municipality. Inter-agency checks see the difference.
  • A lease shorter than the permitted period of residence. Accommodation looks unstable.
  • Updating nothing after a move. The mismatch waits quietly until renewal day.
