Bulgarian citizenship through Bulgarian origin
The answer to "my family was Bulgarian, can I get citizenship" depends on a prior question: are you already a citizen, or do you need to apply? Bulgarian law separates the two. If at least one parent is a Bulgarian citizen, you are a Bulgarian citizen by descent and the task is to establish and register that fact. If the Bulgarian ancestor is further up the line, that is Bulgarian origin, and it opens a distinct naturalisation route.

Two different legal positions
The first is descent: a person with at least one Bulgarian parent is a Bulgarian citizen. There is no discretion here, only proof — the parent's citizenship and the civil-status entries. The Act also treats as a citizen by descent a person acknowledged by a Bulgarian citizen or whose descent from a Bulgarian has been established by a court decision.
The second is origin. The Act's definition provides that a person of Bulgarian origin is one who has at least one ascendant who is Bulgarian. This status does not create citizenship; it lightens naturalisation.

What the origin route waives
The Act allows a person of Bulgarian origin to naturalise without a group of the general conditions — including the residence permit requirement, the means requirement, the language requirement and the requirement of release from previous citizenship. The remaining conditions, and the burden of proving origin, stay in place. The waiver eases the application; it does not guarantee the result, which is a presidential decree.
Proving origin
You prove a family relationship with at least one ascendant up to and including the third degree who is of Bulgarian origin, and the documents are filed with the citizenship application at the Ministry of Justice. Where a birth certificate cannot be produced and the Migration Directorate cannot rely on an official notification from the information system of the State Agency for Bulgarians Abroad, that Agency issues a certificate of Bulgarian origin.
