House prices in Sofia: measurement instead of a figure

„How much does a flat in Sofia cost“ has no single-figure answer, and any source that claims otherwise is usually selling you something. Within the same city limits Sofia holds very different housing markets: a building within walking distance of the metro and one at the upper edge of the same district technically sit in one „district“ but not in one market. This article gives no range; it shows which official series to consult for Sofia, which variables must be fixed when comparing, and the single cost difference specific to the capital. Why Sofia cannot be described by one price

In Sofia most of the variables that set the price come not from the district name but from the building's own characteristics. Three buildings stand side by side on one street: a panel-era block, a nineties brick building, and a new development. All three share an address and belong to three different price classes. Add to that the heating infrastructure (is the building connected to the district heating network), storey and lift, parking, and, in new buildings, whether the occupancy permit has been issued. A district average crushes all of this into one number; where the flat you are viewing sits relative to it remains unknown.

Without fixing these six variables, any district comparison compares different things.

Which official series to consult for Sofia

The National Statistical Institute publishes market prices of dwellings with a district breakdown, and the capital appears as a separate line in that breakdown (НСИ housing price statistics, retrieved 23 August 2026). The same institute publishes the house price index at regional level too; the index gives you Sofia's direction, the market prices series a level anchor. Reading them together is the correct method: the index gives direction, the level series magnitude, and your own listing scan the neighbourhood breakdown. Without the third, the first two cannot decide on a particular flat.

A district average is not a neighbourhood price

An average published for Sofia puts the city's most and least expensive parts in one basket. Using it as a neighbourhood price is not measurement but illusion. Use it only as an anchor: if your own neighbourhood measurement comes out far above or below it, find out why.

The one cost difference specific to Sofia

Most purchase costs are the same nationwide; the one clear difference is the acquisition tax rate, which the municipality sets. The statute gives municipalities a band from 0.1 to 3 per cent; Sofia Municipality uses the upper end and the rate is 3 per cent (Sofia Municipal Council decision of 18.12.2025, retrieved 23 August 2026). So for a flat at the same price the acquisition tax in Sofia is higher than in a municipality applying a lower rate.   • The tax valuation certificate is issued by Sofia Municipality's tax office; the municipal service portal lists these under „local taxes and fees“.
  • In Sofia matters are handled at district (район) level; check which district serves the address — the wrong one costs a day.
  • The municipal rate can change through annual decisions; before completion, verify the current figure on the municipality's official page or with the notary.
  • The annual property tax and waste charge also depend on municipal decisions; do not confuse them with the one-off acquisition tax.

New development or resale

In Sofia new developments are often sold while still under construction, which builds a risk premium into the price: buying an unfinished building at today's price means taking on the risks of delayed handover, technical shortcomings and a delayed occupancy permit. A resale flat carries none of those risks but does carry the age of its installations and maintenance. When comparing, the price per square metre alone is not enough: for an unfinished building, add the rent or interest cost you will carry until handover. „Guaranteed yield“ presentations

Some presentations aimed at foreign buyers in Sofia promise a „guaranteed annual yield“ alongside the price. If the contract does not state who gives it, for how long and with what security, it is not a calculation but a marketing sentence. Ask what happens if the promising party becomes insolvent; if there is no answer, there is no promise.

A Sofia pre-purchase checklist

  1. Pull the cadastral record

    Request the unit's scheme through КАИС; if the description in the deed and the cadastral record disagree, the transaction stalls.
  2. Obtain an encumbrance certificate

    Request it from the Property Register; if a mortgage or attachment is registered, how it will be lifted before completion belongs in the contract.
  3. Ask about condominium arrears

    Request a statement from the building manager; who takes on accumulated arrears must be stated explicitly.
  4. Read the general meeting decisions

    If a decision on the façade, the lift or the roof has been taken, the cost binds you too. Ask to see the minute book.
  5. For a new building, see the stage documented

    „The papers are in order“ is not enough; ask which certificates were issued and on what date.
  6. Ask the notary for a written breakdown

    At least a week before completion; tax, state fee and remuneration should appear separately.

Rent or buy: two sides of one number

There is no ratio to memorise for this decision, but there is a calculation to build. For a flat with the same characteristics, gather two numbers: (a) your measured monthly total renting cost (rent + charge + heating + other bills) and (b) if buying, the monthly total ownership cost (loan instalment + the monthly share of the annual property tax and waste charge + condominium charge + insurance + a maintenance reserve + purchase costs divided by your planned stay). Put those side by side and the decision rests on your own figures rather than on a sentence like „property is an investment“. The shorter your stay, the larger the monthly share of the purchase costs; the same flat can therefore be expensive over two years and cheap over ten.

When comparing districts

  • The character, transport and daily life of the districts are described separately; what is shown here is only the method for reading prices.
  • When comparing, fix the six variables (construction period, heating, metro distance, storey and lift, permit status, parking); leave one free and the difference is noise, not measurement.
  • Collect thirty listings in one district and take the median; repeat for the other.
  • Reopen the lists after two weeks: the listings that disappeared are the closest indicator to agreed prices.
  • The reason a district looks cheap is usually measurable: travel time, heating type, building age. If you cannot find the reason, you have not found it yet.
