Ask the question about a specific border

People rarely ask about Schengen because they are curious about legal status; they ask because of a journey they are about to make. The answer for someone driving to Greece is not the answer for someone entering from Turkey. Bulgaria's borders with Greece, Romania and other Schengen states are now internal. Its borders with Turkey, Serbia and North Macedonia remain the external frontier of the whole area. One status, two very different practical outcomes.

Who decides, and how

Schengen accession is a chain of assessments rather than a single ceremony. Technical evaluations come first, the European Commission steers the process, and the final decision is taken by the Council of the EU with the unanimous agreement of member states. The decision to lift checks at Bulgaria's land borders was adopted by the Council on 12 December 2024 and applied from 1 January 2025. Knowing the mechanism is genuinely useful: status changes are made by published decisions, not by rumour.

What full membership does and does not mean

• •There is no systematic check on persons at internal borders — no permanent booth where every traveller presents a document.
• •The absence of systematic checks does not strip police and customs of their powers; targeted checks remain lawful.
• •Schengen rules allow internal border controls to be temporarily reintroduced in response to a serious threat to public policy or internal security. Such measures are announced by the state concerned.
• •You still have to carry identification. Residents carry their residence document.
• •Goods follow a separate regime: customs rules come from the customs union, not from Schengen.

How to verify the current position

   Check the area's current composition

   The Council of the EU's Schengen page maintains the list of participating states and records recent changes to it.

   Look for temporary internal controls

   The European Commission publishes member state notifications of temporarily reintroduced controls. If your route crosses an internal border, check there.

   Get crossing-specific information nationally

   In Bulgaria the border regime is administered by the Ministry of the Interior, while visa and consular matters sit with the Ministry of Foreign Affairs.

   Prefer a dated source to an undated opinion

   The commonest error in border writing is repeating a statement that was true two years ago. Check which decision and which date a text rests on.

The practical upshot

Schengen membership did not remove checks at the Turkish border; if anything it raised their significance, because entries recorded there now count for the entire area rather than for Bulgaria alone. Once lawfully inside, however, you continue on to Greece or Romania without another border check.
