Moving household goods from Türkiye: the customs frame

Türkiye is a customs union partner of the European Union, but that does not mean household goods simply pass through: moving personal belongings is a separate regime, handled under the heading of transferring normal residence. This article sets out who regulates what, which documents to prepare, and which categories require a separate procedure. No amounts, rates or periods are quoted — those are set in legislation and change.

Relief conditions, periods and exceptions are set by Union law and national practice, and depend on the individual case. Before arranging transport, request written guidance from the Bulgarian Customs Agency and, on the Turkish side, from the customs structures of the competent ministry.

Which regime applies

Household goods are treated not as commercial cargo but as the personal property of a person transferring normal residence from a third country into the Union. Where conditions are met, relief from customs duty is possible. Those conditions are typically framed along three axes: evidence of previous residence outside the Union, the goods having been in use for a defined period before the move, and not being disposed of for a defined period afterwards. The exact periods and their exceptions are written in the legislation and are not repeated here; check the Union's taxation and customs pages for the current position and confirm application with the Customs Agency.

Documents to prepare

  • Evidence of the move. Address registration in Bulgaria, a residence document, or acceptance for work or study.
  • Inventory of goods. A signed, itemised list with quantities. Movers usually supply their own template; the list must match what is declared to customs.
  • Identity documents. Passport and, where already issued, the Bulgarian personal identification number.
  • Transport documents. Carriage contract and vehicle details; where a company carries the goods, customs representation also comes into play.
  • Exit formalities in Türkiye. The departure procedure follows Turkish customs legislation.

Practical sequence

  1. Settle your status first

    Relief presumes that residence is genuinely being transferred. If your address registration or residence basis is unresolved, the customs side stays unresolved too.
  2. Build the inventory early

    The list is needed both by customs and by the insurer. Matching box numbers to contents saves the most time during inspection.
  3. Get it in writing

    If you are moving anything under a separate regime — a vehicle, an animal, a special item — request written information from the competent authority before departure.
  4. Plan the border crossing

    The land border uses the Kapitan Andreevo, Lesovo and Malko Tarnovo crossings. Which one suits your type of transport should be agreed in advance with the carrier and with customs.

Frequently asked questions

There is a customs union, so shouldn't goods pass freely?

No. The customs union mainly concerns certain categories of commercial goods; moving personal property is a separate relief regime with its own conditions. Conflating the two is a common relocation mistake.

Can I move things gradually in my own car?

Traveller's baggage and relief on transfer of residence are different regimes with different limits. If you plan to move in stages, ask customs in advance which regime will apply — correcting declarations afterwards is difficult.

Can the moving company handle the procedure for me?

Customs representation is possible, but you remain responsible for the accuracy of the declaration. Check in writing what the representation actually covers in the contract.
