Traffic fines in Bulgaria: checking and paying
In Bulgaria a traffic fine comes as a «фиш» (ticket), an «електронен фиш» (electronic ticket) or a «наказателно постановление» (НП, penalty decree) issued by the Road Police of the Ministry of Interior (МВР). If you pay into the wrong account or with incomplete details, the debt does not count as paid, so the payment slip matters.

Types of penalty and which account to pay
- Tickets issued for Road Traffic Act violations (other than series K and G): paid to the bank account administered by the National Police Directorate General.
- Electronic tickets for the same Act, series K: paid to the account of the Road Safety Fund (Фонд за безопасност на движението).
- Electronic tickets for Insurance Code violations, series G: paid to the Guarantee Fund's account.
- For a penalty decree (НП) the МВР has a separate payment page and a «common mistakes» page.
How to fill in the payment slip
According to the МВР page, one payment document pays one obligation, and it is paid in full at once; for a series K electronic ticket the discounted amount shown on the ticket can be paid. The slip must state correctly: the series, number and issue date of the ticket; the exact amount of the fine; the name of the person (or company) obliged; the obliged person's ЕГН or БУЛСТАТ; and the account written on the ticket. Payment into a wrong account does not clear the debt. The page also says some accounts changed in 2018, that an old ticket may show a closed account, and that the series K account did not change; use the МВР «bank accounts» page for the current ones.
How to check what you owe
The МВР home page carries links for «Проверка на задължения по ФИШ/АУАН/НП» (a check of obligations under tickets, violation reports and penalty decrees) and «Заплащане на глоби по издаден фиш/електронен фиш»; the services run on the МВР e-services portal. The same page also has separate headings on paying in foreign currency and on POS terminals for fines; the details are on those pages. Frequently asked questions
Can someone else pay my fine?
Yes. Per the МВР page, as long as the obliged person's name and ЕГН or БУЛСТАТ are on the payment slip, it does not matter who pays.
I paid into the wrong account. What now?
