Moving to Bulgaria: the pre-departure list
The most expensive mistakes in a move are made in the country you are leaving, not the one you are joining. A document is far harder to obtain once you have gone, and a certification that takes minutes on the spot takes weeks from abroad. This list covers what to close before departure; what happens after arrival is a separate article.

Documents to prepare at source
- Civil-status certificates for birth and marriage, in a multilingual or international format where available.
- Diplomas and transcripts — anything that might need recognition.
- A criminal record certificate, with the range of countries clarified in advance.
- Your driving licence and any professional qualification certificates.
- Your own copies of health records, kept as an administrative archive rather than as medical guidance.
Finish the legalisation chain before you leave
An apostille or consular legalisation is issued by the country that produced the document. Skipping this means the paper will be rejected on form in Bulgaria and the procedure restarts. Where to have translations made should follow the receiving country's accepted route — not every translation is recognised everywhere.

Belongings, vehicles and pets
The customs treatment of household goods differs fundamentally inside and outside the EU. Bringing a vehicle triggers its own chain of registration, roadworthiness and tax steps. Travelling with pets has its own rules and needs lead time. None of the three belongs in the final week, and the rules should be verified from official sources.
Moving belongings: the conditions on the Customs Agency page
The Bulgarian Customs Agency page “Moving to Bulgaria” (read on 10 October 2026) bases duty-free admission of personal property for people who settle in Bulgaria from a country outside the EU on Articles 3 to 11 of Council Regulation (EC) No 1186/2009. The conditions on the page are:

The same page says that checks for 2022–2024 found non-compliance with the conditions for duty-free import of personal property in 9.5% of cases, which is why control has been tightened. Gathering evidence in the country of departure (length of residence, the vehicle's usage history) is therefore part of the checklist.
The first door on arrival: the accommodation notice
The Interior Ministry's service description for the address registration of foreigners (Art. 28(3) of the Foreigners in the Republic of Bulgaria Act) requires the person or company that provides lodging to a foreigner to notify the foreigners' administrative control service or the regional MVR directorate in writing within 3 days, giving the name, date of birth, citizenship and the number and series of the identity document. No fee is charged for the service; the application is filed in person during working hours of 08:30 to 17:30, and two address cards are filled in. The record is valid for the foreigner's period of stay. For that reason the accommodation paperwork (lease, landlord details) should be ready before you leave.
The numbers in the visa and first residence file
- According to the Ministry of Foreign Affairs page, a visa application is filed no earlier than 3 months before the trip; the passport must be valid for at least 3 months after the planned departure, have at least 2 blank pages and have been issued within the last 10 years.
- Medical insurance must be valid in the EU with cover of at least 30 thousand euro; for a long-stay visa application the personal interview is mandatory without exception.
- According to the Interior Ministry service description, the first residence application requires a criminal-record certificate from the country of citizenship or habitual residence, and means of subsistence must not be below the minimum monthly wage, minimum scholarship or minimum pension.
- In the same description the residence decision is taken within 14 to 60 days and the total service period can reach 120 days, so the timeline between the visa and the residence application should be planned before you leave.

Frequently asked questions
As an EU citizen, do I still need apostilles?
Within the EU there are arrangements that simplify the circulation of certain public documents, so an apostille is not always required. Check which route applies to each specific document rather than assuming one answer covers all.
Should I obtain documents well in advance?
Up to a point. Obtaining them from abroad later is expensive, but many documents must be current relative to the filing date, so ordering them far too early carries its own risk.
What about my electronic identity and online accounts?
Check whether you will retain access after changing phone number and address. Losing electronic identification complicates precisely the procedures that lie ahead of you.
Can I bring my furniture to Bulgaria duty-free?
According to the Customs Agency page, used personal property of someone who has normally resided outside the EU for at least 12 consecutive months and moves residence to Bulgaria can be admitted free of duty and VAT if the conditions are met; for a vehicle, at least 6 months of effective use in the previous country is required. The relief does not cover alcohol, tobacco or commercial vehicles, and the goods cannot be transferred for 12 months.
