Medical certificate for a driving licence: the exam order

Drivers and driving-licence candidates must meet physical-fitness requirements; the first examination for group 1 and group 2 is done by a general practitioner (общопрактикуващ лекар), and specialist examinations are mandatory for group 2. This page reports the order read in the Ministry of Health's Ordinance No. 3 of 2011 (Наредба № 3).

Group 1 and group 2

  • Group 1: drivers of categories AM, A1, A2, A, B1, B, BE and Tkt.
  • Group 2: drivers of categories C1, C, C1E, CE, D1, D, D1E, DE, Ttm and Ttb.
  • The requirements are set in annex 1 of the Ordinance as the diseases and conditions that restrict a licence (art. 4).

Who does the examination

  • For groups 1 and 2 the first examination is done by the GP with whom the person has made a permanent choice (art. 6 para. 1).
  • For uninsured persons it is done by a GP working in an outpatient facility under the Healthcare Establishments Act (art. 6 para. 2).
  • The group 1 examination covers an assessment of the visual system and other organs and systems and a check for registered diseases; if the person does not meet the requirements, the GP asks for additional examinations by the relevant specialists (art. 7).
  • The group 2 examination covers all requirements in annex 1; specialists must examine vision, hearing, the nervous system, internal organs, and surgical and orthopaedic-traumatological status, and the GP gives the conclusion based on their results (art. 8).

Documents and the ТОЛЕК

Examination results go into a certificate of the driver's or candidate's health condition (Удостоверение за здравословното състояние) in the form of annex 3, and the conclusion into an assessment card (art. 9). If the person has a disease or condition listed in annex 2, the GP notes on the certificate that the person must be examined by the ТОЛЕК, the regional transport medical expert commission (art. 10 para. 1).

Appeals

  • Against the GP's conclusion: to the ТОЛЕК within 14 days of receiving it.
  • Against the ТОЛЕК's conclusion: to the Central Transport Medical Expert Commission (ТЦЛЕК) within 14 days.
  • Against the ТЦЛЕК's conclusion: to the Administrative Court of Sofia City, under the Administrative Procedure Code.
  • The ТОЛЕК and ТЦЛЕК rule on appeals within 10 days (art. 11).
