For a retiree there is no single "best city" in Bulgaria and this page makes no ranking; it complements the administrative article covering the pension, health insurance and tax side. Here are criteria for judging a city and the official source from which each is read. No city is recommended and no amounts or rents are given.

Residence frame: an official summary for EU citizens only

According to Your Europe an EU citizen can stay in another member state for up to 3 months without registering; a longer stay may require registration, and after 5 years of continuous legal residence in the same country the right of permanent residence is acquired. When applying the criteria

  • Health access is registration and physical reachability; judge them separately. Medical matters are outside the scope of this site.
  • For climate, visit the city in winter too; official data show the general picture, the visit shows your own conditions.
  • The airport and the train may determine how often you see relatives in Turkey; the train and metro links in Sofia are described on the portal.
  • Check beforehand whether municipal services are offered in a foreign language or only in Bulgarian.
