Giving birth in Bulgaria: the paperwork

Without health insurance

Obstetric care for uninsured women is separately regulated by Regulation No. 26 of 14 June 2007, which sets out the scope and the procedure for that care, as well as examinations during pregnancy (text consulted via Lex.bg on 23 August 2026; confirm the version in force there). A lack of insurance is therefore not a reason to delay going to a hospital.

This does not mean every cost is covered. The scope is defined, and items outside it are charged separately. Fixing your insurance status is a separate task and pregnancy is the worst time to postpone it.

The birth record

A child exists legally through the municipal birth record, not through the hospital file. The birth act is drawn up on the basis of the birth notification within seven days of the birth, the day of birth itself not being counted (checked via the civil registration authority and the national e-services portal on 23 August 2026 — confirm current procedure there). The hospital issues the notification; the municipality where the birth took place draws up the record.

Maternity benefit

The cash benefit comes from social security rather than from the health insurance fund. An insured mother is entitled to a pregnancy and childbirth benefit for up to 410 days, of which 45 days fall before the birth (National Social Security Institute page, checked 23 August 2026 — confirm the conditions there). Entitlement depends on the insurance record and is assessed by the institution.

Charges you may meet at the hospital

• •Choosing a doctor or a team: a voluntary extra service, recorded separately with its price stated.
• •Comfort items such as a single room or companion arrangements sit outside the package.
• •Tests and materials outside the covered package are billed separately.
• •Providers must publish their price list; ask for it before paying anything.

Citizenship is not automatic

Being born in Bulgaria does not by itself confer Bulgarian citizenship; descent is the primary rule and place of birth matters only in defined cases. If you are foreign nationals, ask in advance about the order of documents: the consular registration of your child normally depends on the Bulgarian birth record existing first.
