Bulgarian citizenship: what the conditions are
There is no single checklist for Bulgarian citizenship. Which list applies to you depends on the route: acquisition by birth, naturalisation, or restoration of citizenship previously lost. The three routes have different conditions, different lead institutions and different waiting logic, and borrowing a condition from one route to explain another is the most common and most expensive mistake in this field.

Pick the route before reading the conditions
The Constitution sets the frame and the Bulgarian Citizenship Act fills in the detail. The constitutional rule ties citizenship primarily to descent: a person with at least one Bulgarian parent is a Bulgarian citizen. The same provision states that a Bulgarian citizen by birth cannot be deprived of Bulgarian citizenship. The practical consequence matters: citizenship by birth is established, not granted at the administration's discretion.
Naturalisation works the other way round. Meeting the statutory conditions gives you the right to file, not a guaranteed outcome; the procedure ends with an act of the head of state. Restoration is a third, self-standing route with its own conditions.
Conditions for ordinary naturalisation
At the date of the application the person must be of full age; must have obtained a permanent or long-term residence permit no less than five years before filing; must not have been convicted by a Bulgarian court of an intentional offence of a general nature and must have no such proceedings pending, unless rehabilitated; must have income or an occupation sufficient for self-support; must know Bulgarian, tested under rules laid down in a regulation of the Minister of Education; and must have been released from previous citizenship, or be released at the moment of acquiring Bulgarian citizenship.
That last condition has explicit exceptions. It does not apply to nationals of EU member states, of states party to the European Economic Area Agreement or of Switzerland, to spouses of Bulgarian citizens, or to nationals of states with which Bulgaria has a treaty establishing reciprocity. Persons of Bulgarian origin are exempt from a group of the general conditions under a separate provision.

The shortened route
The Act also provides a shorter residence history — a permit obtained no less than three years before filing — for applicants who additionally satisfy one listed ground, for example being married to a Bulgarian citizen for at least three years. This is not a separate institution of citizenship by marriage; it is ordinary naturalisation with a shortened residence requirement, and the other conditions remain.

Residence status is not citizenship
Permanent residence gives an open-ended right to stay and is often a step towards naturalisation, but it does not carry voting rights, a Bulgarian passport or Union citizenship. EU long-term resident status is likewise a status, not a nationality.

Are five years of living in Bulgaria enough?
No. The Act counts the date of the permanent or long-term residence permit — at least five years before filing — not years of presence, and adds language, means, criminal-record and previous-citizenship conditions.
Who decides?
The Ministry of Justice runs the file; the final act is a decree of the President of the Republic. No intermediary can guarantee an outcome or a date.
Can the application be filed from abroad?
