EU citizen residence registration in Bulgaria

For stays beyond three months, EU, EEA and Swiss citizens receive not a residence permit but a residence certificate. Applications go to the Migration Directorate and the regional structures of the Ministry of Interior. The certificate does not create the right, it records it — yet without it very little administrative life in the country moves.

What the registration is for

The certificate, and the personal number for foreigners (ЛНЧ) issued alongside it, are requested when opening a bank account, registering for health insurance, registering a vehicle and in tax procedures. The document is declaratory in law but constitutive in practice: until you register, the administration cannot see you.

Grounds you can rely on

  • Employment or self-employment — a contract, an employer declaration or registration of your activity.
  • Study — a document from the educational institution plus sickness insurance.
  • Sufficient resources for yourself, together with sickness insurance.
  • Status as a family member of an EU citizen — documents proving the relationship.

How the application runs

  1. Settle your address

    The application states your address in Bulgaria; a tenancy agreement or title document is presented, and where needed a declaration from the owner.

  2. Attend the Migration Directorate

    You apply in the region where you live. Booking arrangements and forms are published by the Ministry of Interior.

  3. Submit your evidence

    Whichever ground you rely on; foreign documents come with a Bulgarian translation.

  4. Collect the certificate and personal number

    Issuance generates your personal number, which you will use with banks, health bodies and the revenue administration.

Municipal address registration is separate

Registration with the Migration Directorate and address registration at the municipality are not the same procedure. The latter feeds the population register through ГРАО and governs school enrolment, local services and some electoral rights. Clarifying which one a given task requires saves standing in a second queue.

Insurance evidence is the usual bottleneck

Most delays come from proving sickness insurance. If you are insured in another member state, check which document is accepted; if you will insure in Bulgaria, check which registration applies first.

Is registration mandatory?

For stays beyond three months, yes. Your free movement right does not disappear if you fail to register, but an administrative penalty is possible.

Can I start work before the certificate is issued?

Access to the labour market flows from Union citizenship, but employers and social security bodies will ask for the personal number. In practice you register as early as you can.

What if I move to another city?

Notify both the authority that handled your case and the new municipality, so that the records stay consistent.
