Taking a car to Bulgaria from another EU country

If you move to Bulgaria permanently and bring your car, you are expected to register it in your new country and pay car-related taxes there. There is no EU-wide vehicle registration law; in Bulgaria the Traffic Police (Пътна полиция) units of the Ministry of the Interior handle registration.

Permanent move versus temporary stay

According to Your Europe there are no common EU rules on vehicle registration and related taxes. If you move permanently to another EU country with your car, you register it and pay car taxes in the new country; some countries exempt registration tax when moving, and the deadlines and conditions must be checked with the national authorities.

If you live in another EU country temporarily without changing your normal residence, you do not have to register the car there or pay registration taxes. The page defines normal residence as the place where you usually live, work or have family for more than 185 days in a calendar year. You may have to prove to the police that you do not live there permanently, so carry the registration certificate, proof of ownership and proof of your residence.

Late registration can mean a fine

The page says you may be fined for failing to register on time, for not paying the relevant taxes, or for driving with another EU country's plate without proof of residence there. During a temporary stay do not lend or rent the car to a resident of that country, since the page warns of fines for that too.

Registration in Bulgaria, per the Traffic Police page

The Ministry of the Interior's page on first registration says a vehicle is presented for registration to the Traffic Police unit at the owner's permanent address (or a company's registered address) within one month of acquisition. If you already own the car and bring it from abroad, ask the Traffic Police which deadline applies to you.

  • For a used vehicle previously registered in the EU, EEA or Switzerland, the page lists: an identity document, the vehicle for identification, ownership documents, the previous registration certificate (both parts, if two exist), a roadworthiness certificate if available, proof of civil liability insurance, proof of the paid product (eco) tax, an ownership declaration and the state fee receipt; a notarised power of attorney if a lawyer files.
  • If there is no valid roadworthiness certificate, the vehicle is inspected at the Traffic Police point.
  • For vehicles coming from outside the EU the page also asks for the customs document proving official import into the EU and the EU type approval (or an individual approval); see the related customs article.

The state fee is charged under the tariff attached to the State Fees Act; ask the Traffic Police or check the Ministry page for the current amount. Plates and the registration certificate are issued at the unit where you file.

Frequently asked questions

Do I have to register my car as soon as I bring it to Bulgaria?

If you move permanently, registration in the new country is expected. If you stay temporarily and your normal residence remains in another EU country, you do not have to register, but you must be able to prove it at a police check.

Does being a student change this?

Per Your Europe, a student who is in another EU country only to study and can show an enrolment certificate may drive the car registered at home; if they start working, registration is required. Confirm the Bulgarian practice with the Traffic Police.
