The one verified number: the sector average

The statistical institute breaks wages down by economic activity. Software development is not a line of its own in that breakdown; it sits inside information and communication.

Why there is no official band by seniority

The quarterly wage series is organised by economic activity, not by occupation. There is therefore no official table saying what a junior or a senior developer earns. For the same reason there is no official split by programming language, specialism, company type or remote-work arrangement. That is how national statistics are designed, not an oversight — occupation-level earnings come from separate structural surveys published far less often and not tied to a current quarter.

Why job-board salary averages are not evidence

• •The sample is self-selected. People who report their pay are not a random draw from the workforce.
• •Gross and net are not separated. The same pool mixes two different quantities.
• •An advertised band is not paid salary. The upper end is usually a ceiling reserved for the strongest candidate.
• •Nothing is verified against a payslip.
• •The period disappears once years of submissions are averaged into one number.

None of that means ignore job boards. They carry real signal about which skills are in demand, how many roles are open and which employers are hiring. But an advertised band does not stand in for an official measurement. Keep the two on separate shelves.

Contract form can matter more than the headline figure

Three working arrangements sit side by side in Bulgaria's technology market: employment under a labour contract, registered self-employment issuing invoices, and providing services through one's own company. Two people doing identical work can end up with very different net income and very different social security positions depending on which they choose. An employee has paid leave, notice periods, sickness benefit and unemployment insurance; someone invoicing for services arranges most of that themselves.

Entering the market as a foreigner

Citizens of the EU, the European Economic Area and Switzerland access the Bulgarian labour market without a separate work permit. For third-country nationals the process is normally started by the employer, and a separate route exists for highly qualified roles. Technology employers are used to these procedures, but that does not make them quick — agree the timetable between offer and start date up front. The Employment Agency's services are open to everyone for job search and official channels.
