The state channel: the Employment Agency

Employment policy is delivered by the Employment Agency and its local branches, the labour offices. The electronic jobs exchange is public and browsing adverts needs no registration; registering at a labour office, however, is a mandatory condition for using the agency's services — placement support, counselling, training and employment programmes.

   According to the Employment Agency's registration page, an application-declaration submitted in person is accepted at any labour office, regardless of your permanent or current address.

Across the EU: EURES

For citizens of the EU, the European Economic Area and Switzerland, the second official channel is EURES, a Europe-wide pool of vacancies and network of advisers. Adverts there are fed in by member states' public employment services, which makes their origin traceable — a useful filter against anonymous listings.

Commercial job boards

Most adverts appear on commercial sites. Long-established names on the Bulgarian market include jobs.bg, zaplata.bg, rabota.bg and JobTiger, alongside international professional networks and companies' own careers pages. Technology firms and shared service centres in Sofia and Plovdiv often recruit directly through their own sites.

Check an intermediary's registration before engaging it

Private firms carrying out job-placement intermediation are subject to registration. According to the Employment Agency's page on private labour intermediaries, since 9 May 2024 all documents concerning intermediaries and temporary-work enterprises are filed only through the Agency's electronic register under Article 25a(1) of the Employment Promotion Act, which a firm enters with a qualified electronic signature. The page shows no way for the public to look up whether a given intermediary is registered; so ask the intermediary for its registration certificate in writing and ask the Employment Agency to confirm it. The Agency gives consultations to those wishing to register every Monday and Wednesday from 14:00 to 16:00 in Sofia (3 Knyaz Dondukov Boulevard).

• •Is there a registration certificate — ask in writing for one issued to the registered company name, not the brand.
• •Is the certificate valid and what does it cover — ask the Employment Agency.
• •Does it cover placement with foreign employers — those contracts are registered separately.
• •Does it give you a written contract — a verbal arrangement cannot be proved later.
• •Who supervises — working conditions and placement activity fall under the Labour Inspectorate.

Recurring scam patterns

• •Money requested up front — file fees, visa packages and similar.
• •Contact only through a messaging app, with no company address or corporate email.
• •A hidden employer — "a large European company" with no name attached.
• •Implausibly high pay offered for unskilled work.
• •Gross versus net left vague between the conversation and the contract.
• •Prepaid accommodation and travel demanded before departure, common in seasonal work.
• •Starting without a contract — in Bulgaria the employment contract is concluded in writing before the first working day.

Who can register at a labour office, and in which group

According to the Employment Agency's registration page, registering at the labour offices (ДБТ) is a mandatory condition for using the Agency's services and is open to jobseekers aged 16 and over under the Employment Promotion Act who are:

• •Bulgarian citizens, and citizens of EU member states, of states party to the European Economic Area Agreement and of Switzerland;
• •foreigners with a long-term or permanent residence permit in Bulgaria;
• •people granted the right of asylum or international protection, and foreigners under temporary protection;
• •third-country nationals who are family members of Bulgarian citizens or of EU, EEA or Swiss citizens, and family members of foreigners with a long-term residence permit;
• •EU Blue Card holders who have lost their job within three months, or who want to change employer.

An application-declaration submitted in person is accepted at any labour office. Registration is in one of these groups: unemployed (ready to start work within 14 days of being notified by the office), employed people who want to change jobs, students who want to work in their free time, and people receiving certain pensions who do not work. Registration is not the same as entitlement to unemployment benefit; the benefit is assessed separately.

Registration of private intermediaries and dates to note

Private labour intermediaries register electronically: since 9 May 2024 documents are filed only through the electronic register, which the firm enters with a qualified electronic signature. The system supports two modes: as legal representative (the manager of the legal entity) or as an authorised representative with a power of attorney attached. After applying, the intermediary carries out other actions through the same register — a change in declared circumstances, reissue of the certificate, termination of registration, issue of a duplicate or a temporary suspension of activity. So instead of the claims in an intermediary's advertising, look at the firm name and dates on its registration certificate.

The language reality

Most adverts are published in Bulgarian and the application process runs in Bulgarian. English-language adverts concentrate in international service centres, technology companies and tourism. Job hunting without Bulgarian is possible but narrows the field sharply — the public sector, healthcare, education and customer-facing roles remain effectively closed.
