Choosing a city for remote work: criteria

For someone working remotely there is no single "best city" in Bulgaria; this page makes no ranking and quotes no internet speeds or cost-of-living figures. What it gives is the criteria for judging a city and the official source from which each can be read. Residence and tax are a frame independent of the city and are covered in separate articles.

This is not legal or financial advice

This page explains the process in general terms and points to the official sources of the competent authorities. For decisions specific to your own situation, consult a lawyer, an accountant or the relevant institution. Rules and amounts change over time.

Not legal or financial advice

Residence and tax consequences depend on the person. When working remotely, verify tax liability and permissions in the relevant articles and with the competent institutions; this page deals only with city criteria.

Criteria and where to read them

The table is a checklist, not a ranking; verified by opening the pages on 7 October 2026.
CriterionWhat to look atWhere to read it
InternetWhich operator offers what speed at the dwelling's address; the complaint route if there is a problemThe operator's own address check and contract; the consumer and complaints section of the communications regulator КРС
Transport and connectionsAirport, train and urban transportThe Sofia Tourism Administration portal; the БДЖ train timetable; Fraport Bulgaria, operator of Varna and Burgas airports
Air qualityThe hourly and 48-hour forecast index valueThe European Environment Agency's European Air Quality Index; the index follows the worst of the five pollutants
Climate and warningsSeasonal conditions and hazard warningsThe National Institute of Meteorology and Hydrology (НИМХ)
Tax liabilityWith what length of stay you are liable to tax in which countryThe National Revenue Agency (НАП) and the related tax articles
Right to stayThe conditions for a short and for a longer stayThe Your Europe pages (for EU citizens) and the article on the digital nomad visa

When applying the criteria

  1. Test the internet address by address

A city's name does not guarantee internet quality; ask for written speed information for the address you will rent and ask whether a trial is possible before the contract. For a problem that cannot be settled with the operator, the regulator has a complaints section.
  2. Work out how often you will travel

Estimate how often you will travel to Turkey or elsewhere and compare airport or train access; in Sofia the metro, with a change of line, reaches airport Terminal 2, and the airports of Varna and Burgas are run by Fraport Bulgaria.
  3. Assess the seasons separately

Air quality and climate change through the year; a value looked at in one season does not represent the whole year.
  4. Check the residence and tax frame independently of the city

An EU citizen can stay up to 3 months without registering (Your Europe); a longer stay, the visa and residence for non-EU citizens and tax liability are separate questions. See the related articles.

Does internet speed differ by city?

Speed depends on the address and the operator. This page gives no speeds by city; ask the operator in writing for the address you will rent.
