How the cost of living is measured

This page will not tell you what a month in Bulgaria costs, because nobody can. What it does instead is show how to ask the question properly: which institutions measure prices, what basket they use, and how you construct your own figure.

Who measures: НСИ and Eurostat

Prices in Bulgaria are measured officially by the National Statistical Institute (Национален статистически институт, НСИ). It collects prices regularly across thousands of outlets nationwide and turns them into a consumer price index. At European level the same work is harmonised by Eurostat, so that the price level in Bulgaria can be compared with other EU countries. The difference between the two sources matters: НСИ describes change inside the country better, Eurostat describes comparison between countries better.

What the basket is, and why it is not yours

Indices rest on a consumption basket — a table of weights showing what share of an average household's spending goes to food, housing, transport and health. That basket is a statistical average and belongs to no actual person. The basket of a single software developer renting in Sofia and that of a family of four in their own flat in Plovdiv are nothing alike. So when an index reports a rise, you may not feel it in your budget at all, or you may feel it twice over.

Why there are no figures here

The sentence "you can live in Bulgaria on X euros a month" almost always hides the city, the household size, whether housing is rented or owned, and the date. An unverifiable number does more harm than no number.

Why the numbers online do not add up

  • No date: a post written three years ago is shared as today's price.
  • No city: Sofia rents and those of a small provincial town are mixed in the same article.
  • No household: one person's spending is presented as a family budget.
  • No source: sites based on user submissions are placed alongside official statistics as equals.
  • Invisible lines are skipped: insurance, building maintenance charges, the seasonality of heating, and one-off moving and deposit costs.

How to build your own figure

  1. Collect fixed costs city by city

    Rent, maintenance charge, electricity, water, heating, internet, transport pass, health contribution. Take them individually and current — from listings and from the providers' own tariffs, not from a feeling.

  2. Measure the variable costs for two weeks

    Keeping your receipts for two weeks and doubling the total beats any table, because you are measuring your own consumption rather than an average one.

  3. Separate annual and one-off costs

    Deposit, removals, furnishing, administrative procedures, the winter heating difference. These distort the average month and belong on their own line.

  4. Use the official index only for direction

    НСИ and Eurostat are for the trend, not the absolute sum: which items are moving and which are flat.

The euro made comparison easier

Bulgaria joined the euro area on 1 January 2026, so prices now compare directly with the rest of the euro area. A figure carrying an old date, however, does not become current just because it is written in euro — always check when the source was published.

There is no single correct number. City, household size, renting versus owning and consumption habits change the result several times over. That is why this page offers a method rather than an amount.

Can I trust crowd-sourced price comparison sites?

For direction, yes; for a decision, no. Their samples are uncontrolled and data from different periods gets mixed together. For official measurement, НСИ and Eurostat are the authorities.

When should I redo the calculation?

Once before moving and again at the end of the third month after settling in. The first month is always atypical: one-off setting-up costs push the apparent monthly level well above the real one.
