Interrupted health insurance rights and how to restore them
"My rights lapsed" does not mean removal from the system; it means the publicly funded door is shut because contributions are missing. That is also why the place to fix it is the revenue administration, not the hospital.

What the interruption actually is
Health insurance status is calculated against contributions paid over a defined look-back period. If a month is missing, the status flips to interrupted rights. You are not deleted from the system — you simply pay yourself for what НЗОК would otherwise cover. Your GP registration survives, but the appointment is no longer at the fund's expense.
What you lose in practice
| Service | While rights are interrupted |
|---|---|
| Emergency care | Provided regardless of status |
| GP appointment | Paid in full by you |
| Specialist with referral | Cover closed, private price applies |
| Planned hospital admission | НЗОК does not pay; the hospital asks for prepayment |
| Reimbursed prescription | Issued without the public discount |
The route back
Identify the missing period
The НАП status check shows exactly which months lack a contribution. Print it rather than working from memory.Ask for the calculation including interest
Interest accrues on unpaid contributions; НАП produces the total.Pay using the correct code
A wrong payment code can allocate the money to another liability, leaving the status closed.Re-run the status check
Once posted it should read active; if not, take the payment document to НАП.Correct your category record
Interruptions usually come from an unrecorded change of category. Update the declaration so the same gap does not recur.
The three usual causes
- The months between leaving one job and starting another — the person is self-insured then, and rarely knows it.
- A student status ending; the state stops paying and the obligation passes quietly to the individual.
- Moving abroad without filing the exemption declaration, so contributions keep accruing.

Frequently asked questions
Can I reclaim what I paid privately if I settle the contributions afterwards?
As a rule no. Cover requires an active status at the time of treatment. Paying retroactively does not transfer an old private bill to the fund, although emergency care can be assessed separately on administrative grounds.
Do very old debts expire?
Public receivables older than a set period are subject to limitation, but it is applied on request rather than automatically. Ask НАП in writing which periods qualify.
My status reads active but the hospital refused. What now?
Carry the printout and ask the admissions desk for written reasons. The dispute belongs to the regional fund office (РЗОК), not to the hospital counter.
