Marriage documents in Bulgaria: single-status certificate
Bulgarian rules have no single document called a «single-status certificate»; the eGov pages describe two separate marriage certificates. A foreigner who wants a civil marriage in Bulgaria to someone registered in the Bulgarian population register can get a municipal certificate, and a Bulgarian citizen marrying abroad gets a different one from the municipality.

A foreigner marrying in Bulgaria
According to eGov.bg service 2073, a foreign citizen who wants a civil marriage in Bulgaria is, where necessary, issued a certificate for supplying a foreign citizen with a document for a civil marriage in the Republic of Bulgaria. It is issued when the future spouse is entered in the population register and has given written consent, by declaration, to the entry of their personal data on the form.

If you do not apply in person, an explicit notarised power of attorney or another document (for example a court order) is needed.
The request can also be handed to a civil-status official in any municipality, which forwards it with the payment order to the municipality competent to issue the document. The mayor issues the certificate. Filing is at the administrative service counter or through the secure electronic delivery system.
A Bulgarian citizen marrying abroad
Under service 2017, a Bulgarian citizen who wants a civil marriage abroad receives a certificate of marriage by a Bulgarian citizen abroad from the municipality. If the future spouse is a foreigner not entered in the Bulgarian population register, the request is accompanied by an official document issued abroad showing the foreigner's name, date of birth, sex and marital status. The page does not say which country's document is accepted; ask the municipal civil-status official.
