Passport for a Bulgarian child under 18
A passport for a Bulgarian citizen under 18 is issued by the passport units of the Ministry of the Interior (МВР) on an application made through a parent or guardian. Under 14 the parents sign the application; from 14 to 18 the child applies in person and the parents give signed consent.

Who submits the application
- Under 14: parents or guardians sign the application. The child attends the passport unit with the parents or an authorised person, where the official takes a digital photo of the child.
- From 14 to under 18: the child applies in person, and a parent or guardian gives consent by signing in the designated place in the official's presence.
If a parent cannot attend or parents disagree
Per the page, when the parent, guardian or trustee is absent, the signature is placed by a person they explicitly authorised with a notarised power of attorney. Alternatively one of these is submitted: an enforceable court decision allowing a passport for a person under 18; an enforceable court decision depriving one parent of parental rights; or an extract from the death certificate of one parent. If the parents disagree about the passport, an enforceable court decision on issuing the passport is attached to the application.

Who collects the passport
Passports of minors are collected by a parent, guardian or trustee, or by an authorised person presenting an explicit notarised power of attorney, or by a person named by the parent in the application before the official.

Can a child over 14 get a passport alone?
No. The child applies in person, but a parent or guardian must still give signed consent in front of the official.
What if one parent cannot come?
A person explicitly authorised by that parent with a notarised power of attorney signs, or one of the court decisions or the death-certificate extract listed on the page is submitted.
