Opening a personal bank account in Bulgaria is not left entirely to the bank's discretion: EU law gives a consumer legally resident in the Union the right to a payment account with basic features, and refusal is possible only on narrow grounds. This article covers that right and the opening procedure itself. The basic account is a right, not a favour

A consumer legally resident in the European Union has the right to open and use a payment account with basic features with credit institutions located in a member state's territory. The provision expressly covers consumers with no fixed address and asylum seekers as well (European Commission, Your Europe, retrieved 23 August 2026). So the worry that a freshly issued residence card will get you turned away has a stronger legal answer than most people assume.

The second rule is non-discrimination: consumers legally resident in the Union may not be discriminated against by reason of nationality, place of residence, or any other ground referred to in Article 21 of the Charter of Fundamental Rights when applying for or accessing a payment account. A bank cannot refuse a basic payment account simply because you do not live in the country where it is established. If you apply from outside your country of residence, however, banks in some member states may ask you to demonstrate a genuine interest — living in one country and working in another, for example.

What the basic account covers

It runs daily life: deposits and withdrawals, a payment card, transfers and direct debits. Credit lines, investment products and premium packages fall outside it. The point is not comfort but ACCESS to the financial system — the minimum needed to receive a salary, pay rent and settle bills.

On what grounds a bank may refuse

The door to refusal is narrow and the boundary is explicit: a consumer may be refused where they do not comply with EU rules on money laundering and terrorist financing. The decisive nuance is that a refusal is justified only where the CONSUMER does not comply with that legislation, and not because the procedure to check compliance is too burdensome or costly for the bank (European Commission, retrieved 23 August 2026).

In practice that means identity verification and source-of-funds questions are legitimate, while arbitrariness is not. If you are refused, the steps are clear: ask for the reason IN WRITING, establish which document is missing, and use the complaint route to the national competent authority where needed. Supervision of banks in Bulgaria sits with the Bulgarian National Bank, which also publishes information material for users of financial products.

The sequencing trap

Newcomers most often get stuck where three registrations wait on each other: residence document, address registration and bank account. The workable order is usually residence document and personal number, then address registration, then the bank. Fees: you have a right to compare

The payment accounts rules govern not only access but TRANSPARENCY. Banks must provide a standard fee information document before an account is opened, give a periodic statement of the fees charged, and make it possible for consumers to compare fees across providers (Directive 2014/92/EU, retrieved 23 August 2026). Asking about fees before opening is not politeness; it is an entitlement, and the answer is supposed to arrive on a standard document.

The same rules introduce a SWITCHING right: within one member state a service exists for moving recurring payments and standing orders to a new account. If the fees on your first account turn out to be heavy, you do not have to rebuild everything from scratch.

How far your money is protected

A deposit guarantee scheme protects depositors if a bank fails. At Union level the guaranteed amount is 100,000 euro for the aggregate deposits of each depositor at each bank (European Central Bank explainer and Bulgarian National Bank information, retrieved 23 August 2026). The ceiling applies PER PERSON and PER BANK: three accounts at one bank do not triple it, while deposits at two banks mean two separate ceilings.

  1. Complete your documents

    ID or passport, residence document, personal number and address. Check that your name is spelled identically everywhere.
  2. Decide which product you want

    A basic payment account or a package. Asking for it by name shortens the conversation.
  3. Ask for the fee information document first

    Before opening; put two banks side by side.
  4. Arrive ready for the source-of-funds question

    Salary, rent, sale proceeds — bring the paper that shows it.
  5. Fill in the tax residence declaration properly

  6. If refused, ask for written reasons
